Job Description

The Department of Rail & Public Transportation is seeking a qualified individual to be responsible for the daily monitoring of detail fiscal operations including cash, accounts payable, accounts receivable, revenue deposits, P-card transactions, travel authorizations, ICAPS/CARDINAL reconciliations, fund balance analysis, and preparation of journals, payroll entries, and ATA’s. The position is also responsible for the timely and accurate monitoring of daily cash and appropriation positions, daily review of prompt pay reports, and timely processing of daily electronic grant reimbursement submissions and FTA/FHWA grant draw downs. The position assists and acts as back up for the Fiscal Technician and ensures all coding into the ICAPS and CARDINAL systems are correct and ensures adherence to the Prompt Pay Act and other processes outlined in the CAPP manual. The position assists and is a back-up for the Senior Accountant with fund reconciliations and various ad-hoc reporting required in the department and assists in managing the agency’s fixed assets.

Minimum Qualifications
  • Ability to interpret and analyze financial rules, regulations, policies and procedures from various sources in evaluating documents for compliance.

  • Attention to detail required.

  • Demonstrated ability to use personal computers required including Word and Outlook.

  • Proficiency with Excel required including pivot tables, sorts, filters and formulas. Strong communication skills required both verbally and in writing Demonstrated ability to manage business processes independently. Ability to work as a team member in various cross-functional teams. Strong analytical skills

Preferred Qualifications
  • Considerable experience in accounting preferred. Bachelor’s degree from accredited (AACSB) college or university with major studies in Accounting preferred. Previous experience with PeopleSoft systems preferred. Accounting experience in a governmental environment highly desirable.
